Objective of the assignment:-
To strengthen two state tribal departments and ITDA capacities to prioritize and implement WASH programs at scale in line with State and GOI WASH and related policies and guidelines.
Responsibilities:-
- To lead the entire project and will be responsible for achieving the set deliverables of the project
• Capacity building of key stakeholders of two state TD and ITDA on WASH policies, guidelines, strategies including ITDA operational and behaviour Change Communication plans through workshops, meetings and trainings
• Coordinate/facilitate all project related workshops, meetings and trainings
• Design, facilitate and task manage COVID sensitive WASH Behaviour Change Communication campaigns
• Prepare draft institutional and community monitoring framework and facilitate ITDA and districts implementing the same
• Preparation of quarterly analytical reports and share with different stakeholders
• Sharing of the study results with state tribal department and ITDA along with other relevant officials
• Support Tribal Project coordinators on holding workshops and meetings, mobilization of WASH service providers and volunteers and any other event as per need
• Documentation of all key events such as workshops, meetings, trainings, case studies/best practices and any other as requested by ITDA and EFICOR
• Capacity building of Tribal Project Coordinators, Volunteer groups, and WASH service providers on key strategic themes
• Develop operational modalities note for WASH service providers and Volunteers
• Performance Review of Tribal Project Coordinators
• District and village field visits based on need and demand with special focus on model villages
• Finalization and Presentation of ST sub plan budget analysis report
• Monthly reports to the Manager/Department and Inputs for monthly reports to the Manager
• Any other activity as decided by ITDA and EFICOR
Deliverables:
- ITDA specific and COVID sensitive WASH operational plans (2)
• 50 Capacitated ITDA and associated tribal district and sub district functionaries on COVID resilience WASH
• Completed two COVID sensitive Behavior Change Communication Campaign
• Two 1-day ITDA level workshops on WASH and COVID
• 2 WASH biannual review cum planning meetings
• ITDA level monitoring system
• Documentation of key events (4 to 5 events)
• 4 ITDA wise analytical reports
• Monthly and field visit reports
• ST Sub plan budget analysis report.
Duration of the project:-
Estimate duration of contract and deadlines for submission of end product:
September 2020– August 2021
September 2020– August 2021
Travel included:- 10-15 days a month
Qualifications and experience requirements:
- Post Graduation in social sciences/Water and Sanitation or related sector with minimum 3 years experience in WASH/Rural Development: Will be relaxed for exceptional candidates.
• Previous experience of working with the sector flagships (NBA/SBM & NRDWP) and allied projects related to Health / WASH / Education / Disaster Management programs would be considered additional and desirable qualifications.
• Experience of working with state, district and ITDA on WASH or rural development programs
• Knowledge on Rural Water, Sanitation and Hygiene, Solid and Liquid Waste Management (SLWM), WASH in Institutions and Child Rights and Education system are desirable qualifications.
• Experience in capacity building programs, life skills education, training and organizing workshops and seminars
• Should be well versed with using computer and internet
• Willing to frequent travel to all the two states TD, ITDA and villages, also to other states if necessary for any urgent priority program (Workshop/Meeting/Conference etc..)
