Regional position located at Kolkata

Job Description :

SCT will help maximize the effectiveness of programme implementation staff, by building their knowledge and skills related to CHILDLINE and the programme’s vision, mission, objectives and deliverables
Reporting to the Deputy Head Programmes (DHP)




Primary roles and responsibilities:

• To design trainings based on the above vision to ensure that the railway station, open shelter and partner premises are child friendly
• Will be responsible for identification of training needs of different level personnel in the project and personnel of other supportive services at the railway station
• Plan, conduct, coordinate and implement a comprehensive training programme
• To design and institutionalize the Training manual related to this programme
• Monitor and evaluate the effectiveness of training programmes periodically
• Evaluate and review the training materials and tools periodically and update as required
• Work in coordination with advocacy and programme teams and update training in accordance with policy and law changes
• Will provide the required inputs into monitoring reports regarding training and data analysis.

Qualifications & Experience:

He/ she should be an experienced person with MSW/ MA in Social Sciences, with experience of 5 to 7 years including at least 3 to 4 years of experience of designing and conducting training on various thematic issues.
Fluency in English, Hindi is required and knowledge of one other regional language is desirable.

The candidate will be required to travel to various programme locations and to liaise with the Regional offices of CIF.





2  Senior Coordinator Programmes - Reporting and MIS:-  


Designation: Senior Coordinator Programmes - Reporting and MIS

Location: Mumbai and Kolkata

Primary roles and responsibilities:

• Will be responsible for timely and effective programme Implementation, facilitation of partner teams.
• Orient the partner team on the formats developed and ensure adherence and periodic monitoring to ensure the same.
• Ensure that all norms of existing laws and policies are adhered to by the partner, within the programme
• Ensuring that the child protection ecosystem at the railway stations is developed
• Trouble shooting and removing bottlenecks at the station level and partner level
• Issue based consultations and workshops are taken up
• Will work under the supervision of the Senior Coordinator Programmes (SCP), towards standardisation of service delivery
• Ensuring coordination with the Senior coordinator MIS and documentation and Senior coordinator training at the regional level
• Will provide key inputs to the partner teams based on periodic analysis of data and information based on interventions and trends.
• Ensure compliance to Child Protection Policy (CPP)
• Ensure that partner teams are adhering to standard protocols/ guidelines as required for interventions
• Ensuring timely events and quality participation of children in events and activities through the year
• Networking and advocacy with the relevant Govt. Departments
• Representing CHILDLINE in the programme ( APPI) at the regional and national meetings
• Periodic monitoring visits to the partner unit to ensure quality services, protocols, compliance to Acts, maintenance of standards etc.
• To facilitate and extend support to the national team in designing standard IEC for ensuring visibility of the CHDK at the railway stations and generate awareness on the railway CHDK intervention
• To provide inputs to the national team in developing/ standardisation of programmatic tools and material for effective communication of the programme by the partner teams during outreach.
• Ensuring quality participation of children in events and activities designated for them
• Organising meets and consultations at the regional level, as per need
• Developing a calendar of events as planned in each region
• Undertaking monitoring of station level work done by the partners
• Facilitating monitoring learning and evaluation of project

Qualifications & Experience:

He/ she should be an experienced person with MSW/ MA in Social Sciences, with experience of at least 3 to 5 years which includes management, monitoring and evaluation of projects related to protection and rights of children. He/she should have relevant experience of managing stakeholders and teams including experience and skills of networking, coordination and negotiation.

The Kalinga Institute of Social Sciences (KISS), Bhubaneswar, established in the year 1993 by Dr. Achutya Samanta provides free residential educational facilities to over 30,000 tribal children. The institute has been granted the status of a Deemed to be University by the Ministry of Human Resource and Development, Government of India. KISS has collaboration with various international and national agencies that includes government, private , UN bodies and organizations of repute such as Ashoka Foundation, Azim Premji Foundation, US Embassy and Bernard Van Leer Foundation to name a few.

KISS has collaborated with United Nations Population fund (UNFPA) in implementing the LSE program from 2009 to 2017 and has in-house resource and capacity of managing program towards addressing the needs of children from vulnerable and marginalized communities. The 2030 Agenda for Sustainable Development calls on states to promote inclusive development that recognizes the right of persons with disabilities to equal access to education and employment, among other things. To achieve this goal, there is a need to invest in young people and ensure young persons with disabilities have the opportunities, knowledge, and skills they need to live healthy, fulfilled, and productive lives. Being the expert in delivering LSE program KISS with support from UNFPA will to roll out the life skills education for adolescents in special schools from September 2020.

Children with disabilities are also almost four times more likely to experience violence than children without disabilities, and nearly three times more likely to be subjected to sexual violence. Further, adolescents with disabilities have low levels of sexual and reproductive health knowledge, which can lead to risky sexual behaviors. Life Skills Education, is an approach of activity/case study based transacting and learning, that equips individuals with knowledge, skills, attitudes, and values that will empower them to realize their health, well-being, and dignity. Adolescents with disabilities will be immensely benefitted with life skills education that has a focus on addressing their vulnerabilities to violence as well as on sexual and reproductive health. It helps them build understanding that how their choices affect their own wellbeing and that of others which helps protecting their rights throughout their lives.

The program will cover around 10000 children with three major categories of disabilities- seeing, hearing, physically and mentally challenged enrolled in 157 special schools across the state. Formation of advisory group, development of resource and communication materials for the special schools, Orientation of Heads of Special Schools on Life Skills Education, Training of teachers as nodal teachers for LSE, Sensitization of parents/caregivers on Life Skills, Supportive Supervision and monitoring visits to Special Schools and Observation of International day of persons with disability shall be carried out under this program.

KISS is looking for a position of Project Manager to be based at Bhubaneswar for its Life skills educations for adolescents in Special schools.

Job Description:
• Overall coordination and management of the project and ensure timely completion of project activities
• Liaise with Department of Empowerment of Person with Disabilities, Social Security and Empowerment of Persons with Disabilities Department, Government of Odisha and concern district administration, special schools for smooth implementation of the project.
• Development of resources & communication material for different categories of disabilities groups.
• Formation of technical Advisory group, Advocacy Workshop
• Training and Capacity Building of Special Educators and Caregivers and transaction of Life Skills education in Special Schools
• Facilitate in getting additional resources for the project and meet with various stakeholders for establishing linkages
• Ensure activities are organised as planned and report to UNFPA on the progress of the project and outcomes
• Undertake periodic visit to the Special schools to review progress in the field.
• Work in close consultation with UNFPA and KISS administration to ensure the outcomes of the project.
• Develop quarterly and annual report of the project
• Ensure timely submission of Fund Authorization Certificate Expenditure ( FACE) form and M& E Report

Required Qualification
• Masters’ Degree in any Social Science, Rural Development or Management.
• Experience of at least 5 to 7 years in NGO sector.
• Preference will be given those having experience of working in disability sector.
